CSMS #44130603 : Increase in Bond Status Messages due to Real-Time ASI Deployment


Sept 18, 2020 — Please be advised that CBP commenced a pilot with sureties for Real-Time ASI on Saturday, September 12, 2020. The goal of this system enhancement is to expand the real-time data provided to the sureties and surety agents via the Electronic Data Interchange (EDI) Bond Status (BS) message. In particular, information currently provided via the ASI AS and AQ messages (nightly and quarterly downloads) will now also be provided in real-time via BS messages which may result in an increase in the number of messages filers will receive. Following the deployment of the additional BS messaging, AS and AQ messages will remain available as part of the Real-Time ASI Pilot Phase. During this phase, CBP will work closely with ASI users to ensure the usefulness of the new BS messaging and to assess the need for future availability of nightly/quarterly downloads.

The pilot phase is scheduled to conclude on or around October 22, 2020, however, CBP took the additional step of discontinuing the generation of messages for parties listed as Secondary Notify Parties (SNPs) on a bond for certain cargo release and post release events as these would be duplicate messages already received upon transmission of entry and/or entry summary. SNPs will continue to receive duplicate test messages for various bond events, such as when a bond is added, if sureties or surety filers designate for SNPs to receive those messages.  Please note that the volume of new Bond Status messages is significant especially with events triggered by the weekly liquidation batch job and when CBP receives payment on statement (disposition codes LLQ and CPD, respectively). We appreciate your patience as we continue this test this new functionality.

Nov 10, 2020 — On December 5, 2020, U.S. Customs and Border Protection (CBP) will complete the implementation of changes and its pilot with sureties for the Real-time Automated Surety Interface (ASI) enhancement to the eBond User Interface (UI) in the Automated Commercial Environment (ACE). This enhancement expands the data provided to sureties and surety agents in real-time via the Bond Status (BS) message, with the goal of eventually replacing the current nightly and quarterly downloads that provide users with ACE Cargo Release and post-release processing information.

Please be advised that the Real-time ASI enhancement may result in an increase in the number of messages filers receive. CBP took the additional step of discontinuing the generation of messages for parties listed as Secondary Notify Parties (SNPs) on a bond for certain cargo release and post release events, as these would be duplicate messages already received upon transmission of entry and/or entry summary.

The volume of new Bond Status messages is significant, especially with events triggered by the weekly liquidation batch job and when CBP receives payment on statement (disposition codes LLQ and CPD, respectively).
