Beginning July 9, 2018, airlines or brokers can send CBP Form AI-523A electronically to firstname.lastname@example.org to obtain authorization to move asparagus shipments for mandatory fumigation. CBP Agriculture Specialist (CBPAS) assigned to Agriculture Cargo Control (ACC) window will issue any airline or broker under compliance agreement approximately a week’s usage of seals in advance. Airlines or brokers can obtain CBP seals on all evenings after 1700 hours.
Airline or broker will submit the attached form requesting these seals. Upon review, CBPAS will mark the seal numbers in the form, keep the original for CBP, and provide a copy to the requestor. Airline or broker will fill 523A with seal number on the top right hand corner (currently used as “precautionary”), fill all Airway Bill (AWB) information, and email the form to email@example.com. Requestors must save the form with seal number as the file name. CBPAS will verify 523A information and e-sign the form and email the form to broker (reply to all), USDA (firstname.lastname@example.org), and airline.
If airline or broker need extra seals, they need to follow the same procedure to obtain seals. CBPAS will verify the usage history and issue additional seals.
